In Rotterdam, anyone occupying public land generally needs a Vergunning inname openbare grond. The Gemeente explicitly names a moving container as an example for which no such permit is required. Rotterdam zero-emission zone: what applies to the removal van
The area within the ring road is a zero-emission zone for commercially used vans and lorries. Vans up to Euro 4 have been excluded since 1 January 2025, and Euro 5 will also be excluded from 1 January 2027; for lorries, this affects Euro 5 and below as well as Euro 6 first registered before 1 January 2017. Since 1 July 2026, the Vrachtwagenheffing has applied in the Netherlands – a distance-based toll for Dutch and foreign lorries of classes N2 and N3 with a technically permissible maximum mass of more than 3,500 kg. After the move: registering in Rotterdam
Anyone moving to the Netherlands must register in the BRP personal records database with the municipality within 5 days of arrival and will receive a citizen service number (BSN).
