Temporary access permits are available for the city's ZTL, explicitly including for moves. The application is sent by email to permessitemporanei.ztl@comune.napoli.it; the permit is collected at the «Rilascio Contrassegni ZTL» office on Piazza Dante (3rd floor), Monday, Wednesday and Friday from 9 a.m. to 1 p.m. (Source: vivere.napoli.it)
Vehicles over 7.5 tonnes may not drive on roads outside built-up areas on Sundays and national public holidays, usually from 9 am to 10 pm, and from 7 am between June and September. After the move: registering in Naples
In Italy, under Art. 13 DPR 223/1989, the declaration of residence (dichiarazione di residenza) must be submitted within 20 days of the move, including when moving from abroad. You can hand it in there or send it by registered post, fax or electronically, e.g. via PEC; the form has a separate field for arrivals from abroad.
